I am playing with porting the warhammer dark elves into 4e.

HOw would I model teh Warhammer Dark elves Eternal Hatred in 4e DnD.

Eternal hatred is the defining trait for dark elves in warhammer. They hate everyone and may reroll missed attacks on the first round of combat. Against High Elves they may reroll missed attacks in any round of combat.

What about making it an encounter power, that allows a dark elf to re-roll a missed melee attack. Sorta like elven accuracy but limited to melee attacks. The re-roll gets a +2 if targeting an elf or eladrin.

What about allowing it to recharge?

We had it rough. Back when I started gaming, we had to roll 21 on a D20 to hit, Magic Missile did 2-5 damage to the caster and the undead could turn our clerics. Players weren't even allowed to use the bathroom until their character was 3rd level.

how about just reliable against Elves or Eladrin.

and you could make it like the cleric power that is an encounter but you can use it twice
